Successful Reopening of Onjeong People`s Hospital

On November 14th, KOFIH(Park, Jong Hwa, the president of KOFIH) successfully reopened Onjeong People`s Hospital located at Onjeong-Ri of Goseong-gun. In this event, No, Kwang Ul, the secretary general of Goseong-Gun Onjeong-Ri, Lee, Jan Yong, the chairman of the National Health Insurance, Kim, In Ho, the chairman of Medical South/North Korea Cooperation Committee of the Korean Medical Association, Lee, Soon Hyung, the president of the Korea Association of Health Promotion, and Shin, Pil Kyen, the secretary general of the Community Chest of Korea, were present. In addition, 85 medical staff members from the National Assembly, the Ministry of Health and Welfare, the Ministry of Unification, Seoul Medicine Research Institute, and Korea Pharmaceutical Manufacturers Association were present as well. The secretary general No, Kwang Ul in his congratulatory message quoted "I am very happy and proud that this co-project between South Korea and North Korea for Healthcare was successful. The number of North Korean people receiving treatments reached 1,000 throughout the year" and he also quoted "I believe that this project conducted by KOFIH to provide support for healthcare will make great contributions in spreading the love of South Korea to the lands of North Korea". Park, Soon Young, the director of Onjeong People`s Hospital, through her congratulatory message quoted "Onjeong People`s Hospital is reorganized based on the support provided by KOFIH and such reorganization has delivered big benefits to the residents" and she also quoted "I am looking forward to seeing a greater interaction/cooperation between South Korean and North Korea in near future". Onjeong People`s Hospital was established in 1983 for 8,000 residents in Onjeong-Ri near region of Gumgang Mt. with a scale of 628㎡(190 Pyeong, 2 floors). However, its facilities were outdated and the lack of medical instrument/supplies led adequate medical functions. Therefore, KOFIH conducted a project to provide support and as a result, Onjeong People`s Hospital maintains the highest level in North Korea. From October 2006 to October 2007, KOFIH promoted internal repair, construction of outdoor wall, and AC/Heating construction. Then KOFIH arranged distributions and capital worth 1,000,000,000Won which approximately divides into state coffers(280,000,000Won) and sponsored funding/valuables(750,000,000Won) for provision of medical instrument/medical supplies/medicine/hospital goods/apparatus for education/ambulances. In particular, the National Health Insurance Corporation(President Lee, Jae Yong) and IBK(President Kang, Kwon Seok) additionally provided funding of 200,000,000Won for installation of AC/Heating facility, welfare facility, X-ray department, and facilities for surgery. When the basic functions were ready, the event was conducted to reopen the hospital. From the last February, KOFIH started sending doctors from medical assistance team doctors biweekly to the hospital to treat North Korean residents. 54 doctors have all made 18 visits at intervals of twice per month and they have treated 922 patients in 8 departments including gynecology/internal medicine/ophthalmology/ENT/surgery. During June in particular, 34 cataract patients and 21 pterygium patients all received successful operations. As described, the number of North Korean residents treated by the South Korean doctors have reached 1,000. Such number is North Korea`s first record. Such support for healthcare in North Korea is highly evaluated as the new model of supporting policy and healthcare cooperation between South Korea and North Korea. During this reopening event, a parasite inspection was conducted and education on anthelmintic injection and inspection technology was given under supervision of the Korea Association of Health Promotion. KOFIH will successfully complete the 1st project for modernization of Onjeong People`s Hospital. In the upcoming year, KOFIH will be conducting the 2nd project for modernization of Goseong-Gun People`s Hospital by reaching a mutual agreement with North Korea. `Methods to activate projects to provide support for healthcare in North Korea` A commemorative seminar for Reopening of Onjeong People`s Hospital Under the support from the Ministry of Unification and the Ministry of Health and Welfare, KOFIH co-hosted a seminar with National Health Insurance Corporation on November 13th to at the Waegumgang Hotel located near Gumgang Mt. The topic of this seminar was `Methods to activate projects to provide support for healthcare in North Korea` and approximately 80 persons from healthcare fields showed up. During the seminar, Yoo, Won Sup, a professor of preventive medicine school gave a presentation on `distributive transparency of methods to improve healthcare fields in South Korea and North Korea`. Choi, Gi Choo, the chief of National health Expenditure Analysis Team of National Health Insurance Corporation, gave a presentation on `need of synthesizing security systems in South Korea and North Korea for healthcare & Projects to provide support for healthcare in North Korea`. Professor Yoo, Won Sup through a policy proposal for securing of distributive transparency reported △sharing of recognition on the monitoring performed by South/North Korean officials/private organizations & search of joint-strategy, △construction of database for projects to support North Korea & construction of distribution system for projects standardized to raise efficiency and prevent duplication of input resources, △performance-based funding distribution & addition of incentives by monitoring performance of projects, and △organization and management of support for healthcare technology in North Korea. Team leader Choi, Gi Choon quoted "To evaluate social welfare systems in South Korea and North Korea, North Korea outranks South Korea in formal system wise whereas South Korea is set as priority in terms of practical welfare benefits" and he also quoted "Provided that South Korea and North Korea should be unified based on disunification of disparate medical security systems between South Korea and North Korea, such disunification may perform a role to hinder social unification of the entire people in South Korea and North Korea. Unification of medical security systems is a condition which may enhance financial durabilities of the unified welfare state by making contributions to North Korean people contributing as healthy labor forces". Kim, In Ho, the chairman of South/North Korea Medical Cooperation Committee of Korean Medical Association, presided over the seminar and Na, Seong Woong, a chief of general cooperation team of the Ministry of Health and Welfare, Kim, Jeong Soo, a chief of Extradition Cooperation Team of the Ministry of Unification, Kang, Young Sik, the director of KSM, and Jang, Choon Yong, the director of North Korean Cooperation Dept. of Good Neighbors, had a discussion. Through the seminar, large routines to reinforce transparency of the support for North Korea, to set project priorities, to reinforce responsibility, and to avoid competition and duplication were proposed. Team leader Na, Seong Woong quoted "Preexisting support for North Korea provided by private organizations ended up as one-cycle events with lack of profession. Such support for North Korea also had limitations in its organizational/personal approach to North Korea" and quoted "Since TF Team is organized in the Ministry of Health and Welfare based on the S/N summit, know-how of the Ministry of Unification, profession of the Ministry of Health and Welfare, and support from foundations and private organizations must be combined to advance towards development". Chief Kim, Jeong Soo quoted "Cooperation for healthcare is expected to increase largely due to rapidly changing circumstances in South Korea and North Korea. Support for North Korea has been ongoing for 12 years already and it is necessary to once again check the issues involving distributive transparency. I would like to show my gratitude to KOFIH for hosting such seminar on behalf of the Ministry of Unification" and he mentioned particularities in North Korea by quoting "However, it should not disturb active interchanges of private organizations. The monitoring of international institutions isn`t always ideal since international organizations stationed in Pyeongyeong such as WHO may conduct an on-site visit by hiring an actual North Korean employee". Chief Kim also quoted "The government and private organizations are required to perform organic cooperations according to the road map of support for healthcare. For case of support for North Korea, a tendency is moving from relief to cooperation of development. However, I still heavily consider the aspects of relief giving considerations to the reality of North Korea". Director Kang, Young Sik quoted "When we look back on the support for North Korea provided by private organizations, it is true that the lack of profession has caused vulnerable performance in fields of healthcare" and he quoted "We now should provide assistance so that North Korea can develop into a self-dependent country capable of restoring its own healthcare system. To do so, combined and structural support according to the mid and long-term plan is needed based on cooperation between the government and private organizations". Director Jang, Choon Yong quoted "I agree to the fact that issues involving distributive transparency of support for North Korea is increasing and that efforts should be made to make improvements" and he also quoted "Giving consideration to the reality of North Korea, it would be more effective to well-understand circumstances in North Korea and to provide the support that best suits the circumstances".
